Management Team

James Rousou BSc (LSE) FCA - Chairman

Jim Rousou B.Sc(Econ) FCA was educated at the London School Of Economics, and is a Fellow of the Institute of Chartered Accountants of England and Wales.

Post – qualification in 1971 he joined Blue Cross/ Blue Shield Audit in Chicago, and, returning to the U.K. after 18 months, held Finance positions of increasing responsibility with Ford, Air Products and Avis before achieving his first Finance and Systems Directorship in 1982 within a division of Grand Metropolitan. Further positions of increasing seniority as Finance and Systems Director were held with subsidiaries of Dixons Group and Granada Group, before being appointed to his first Managing Director position of an electrical retail chain called Laskys in 1988.

He joined Businessland, a personal computing technology company, as U.K. Managing Director in 1990. He successfully led a Management Buy Out of the U.K. operations from its new owners J.W.P Inc. in 1993 and sold the business on to Elcom Inc. in 1995. He remained with the Group as U.K. C.E.O, before moving to Boston as President and C.E.O of Elcom’s U.S. operations in 1996. He was also a Director and Executive Vice-President of the parent company, Elcom International Inc., quoted on NASDAQ (ELCO).

He retired from Elcom International at the end of 1999, has subsequently been involved in two business start-ups as an investor and non-executive Director, one of which has been sold on. In addition he helped the management team achieve a Management Buy Out of the U.K. business of Elcom International in December 2001, becoming a significant investor and non-executive Chairman of the company, Elcom Information Technology Ltd. This business was sold in January 2006.


Charles Kee:- Director, CEO and Chief Analyst

Charles Kee has been in sales and marketing for 25 years working predominantly in the imaging and document solutions industry with Canon and Ricoh. Charles has also held senior positions in the direct reseller channel with Danka. More recently Charles has been working with a global market research company advising the imaging industry on developments in public sector procurement and acting as consultant to the imaging industry on implementing research recommendations on engagement with public sector. He has delivered a partner programme for the imaging industry that factors in the changing face of public sector purchasing. His role requires that he engages with partners drawn from each stage of the procurement process from spend analysis, strategic sourcing, e-procurement and payment, from Source-to-Pay.

Charles has an in depth knowledge of all the major players in the procurement “value chain” including those operating in Sustainable Procurement and the “green” supply chain. Charles is currently working with the imaging industry to enhance their “green” credentials as a route to further public sector business. 

Charles is a member of the Energy Institute.

Philip Emsley BA (Hons) :- Director and Chief Operating Officer

Philip Emsley has over 22+ years experience in sales and marketing and nine years in supply chain and procurement. Philip has spent seven years working for one of the UK’s leading eProcurement vendors in sales and the last three as International Sales Director and has a number of significant major contract wins to his name. Namely the eProcurement Scotland contract, a joint partnership with CapGemini that secured Elcom’s position as a global provider of national eProcurement platforms and the second major contract with the OGC called OGC Zanzibar, the England, Wales and Northern Ireland equivalent for all public sector organisations that was won in partnership with PA Consulting. The total potential government spend coverage of both programmes reaching some £80Billion.

Philip has also worked on major projects with BT, Marks and Spencer and GE in varying roles such as Systems Analysis and systems design. Early in his systems career, Philip was responsible for the implementation of a stock management system at the Sydney Opera House in Australia as well as helping to transform the supply chain process for a Sega Games distributor in Sydney.

Tony Davis FCA – Finance Director

Tony Davis, founder of Wynngreen Consulting Limited, qualified as a Chartered Accountant in 1977 and, over the last 30 years, has been involved at top level with a variety of small, medium and large businesses in fields as diverse as market research, advertising, publishing, sales and marketing, retailing and Information Technology.

From 1995 onwards, he held a number of senior financial roles within the Elcom group of companies and, in January 2002, he led a management buy-out (MBO) from their American parent company to form Elcom Information Technology Limited. With Tony as Managing Director as well as Finance Director, he and three partners successfully ran the business for a period of four years, turning £5m of debt into £2m of equity, before selling out to a group of private investors for a substantial profit in January 2006. Tony Davis started Wynngreen Consulting Limited in 2007, to provide cost-effective financial direction for technology startups and growing companies in the service sector.

Maj Gen James Short CB OBE FCMI (rtd) - Strategy Advisor

James is a specialist in leadership, personnel development and change management. He is a recently retired Army Major General with 34 years of executive experience in operational appointments for both the British Army and NATO. He has worked in the Cabinet Office, in the Ministry of Defence, as a defence adviser in the Balkans and twice in Procurement positions. He has advised the police on security issues, assisted a foreign government in peace planning; and for NATO, he both planned and delivered its first-ever operational joint training establishment. He personally provides in-depth analysis on how to motivate groups of individuals and has specialist knowledge in the development of personnel organizational structures to improve output. He worked closely with British Defence Industry during the first Gulf War delivering urgent operational requirements. His military experience, especially in innovation, inspiration and motivation of individuals and teams is fully transferable to the civilian commercial world. He brings a unique focus on the planning for and delivery of decisive objectives.

Chris Jones - Executive Advisor (Global Supply Chains) Asia Pacific

Chris L. Jones has specialized in the field of strategic procurement and supply chain management for more than 39 years and is a Fellow of the Chartered Institute of Purchasing and Supply. He was Manager of Global Procurement Coordination, Shell International and has held a variety of other management positions, in the UK Ministry of Defence, Shell UK Marketing Storage and Distribution, Shell BP Development Corporation Nigeria and the Portuguese National Refining Company. Six years ago he formed SCIP Limited a company specializing in Strategic Procurement and Supply Chain Management and has focused on working with other consultancies in researching and establishing methods of sharing developments in supply chain processes and techniques. More recently, as founder member, together with three other directors he formed Virtuality Associates Limited, which provides an international network of over thirty Associates working in cooperation to offer strategic, operational and advisory services on Supply Chain Management to a wide section of industry. In his endeavours to promulgate an understanding of the business benefits which accrue from a Strategic approach to Procurement and Supply Chain Management he has had articles published by The UK Energy Industry Council (E.I.C) and the Oil and Gas Journal “Offshore”, both having a global distribution. He believes that there are still major opportunities for Procurement and Supply Chain Management to improve business performance because many senior executives still need to be convinced of the benefits and until they are, they will continue to miss the opportunity to achieve competitive edge. Tom Wilson - Executive Advisor and Green 2020 Scotland (Public Sector)

Tom Wilson has specialised in the fields of procurement transformation, supplier development and e-enabled solutions for more than 20 years. He started his career with Hewlett-Packard and has held a variety of other senior procurement posts across : electronics, retail, financial services and public sector. Tom has led successfu IT e-enabled business transformation programmes across the public sector. Through application of web-based technology at the Scottish Land Registry, Scottish Government (Executive) and OGCbuyingsolutions.

As Programme Director for the Internationally acclaimed eProcurement Scotl@nd Programme. Tom provided thought leadership on the subject matters of : supplier adoption and development, purchase-to-pay, e-Invoicing and e-enabled payments. Tom has authored numerous white papers and articles : Digitising the Purchasing Cycle, Seamless Purchase-to-Pay processes and the Zanzibar White Paper on e-Invoicing. Tom has presented on e-Procurement and e-Invoicing at International Conferences in : Australia, Singapore, Bahrain, France and Germany. He believes that we have only scratched the surface in the elimination of the 1 billion paper invoices processed manually across the UK on an annual basis. Tom formed Appropriate Procurement in 2006 providing independent advisory support on : e-commerce, e-procurement, e-invoicing and e-sourcing. Tom is committed to sustainable economic development.
